Question Low usage GPU, high usage CPU, CS:GO bottleneck ?

Hello guys, i was just wondering if someone can help me out with especially that question : when i play CS:GO my CPU usage is around 60-90% but my GPU usage is around 15-30% is that normal ? or is my cpu bottleneck my gpu?

It is kinda when i get into fight or see more ppl/nades drops fps dramatically for a second or more from 250-300~ to 130-170~.

My full specs pc :

MotherBoard : GIGABYTE Z97X-Gaming 3
CPU : i5 4690K, 4.5 GHz OC, 6 MB Cache
GPU : ASUS GTX 1060 6 GB 192bit
RAM : 8 GB (2x4) KINGSTON 1600 MHz
SSD : Samsung 860 EVO 250 GB
HDD : Seagate BarraCuda 1 TB
Power : Cooler Master B700
Fan : be quiet! Dark Rock Pro 3
Case : Fractal Fusion G
Monitor : Benq XL2411P
 
To include that : i tweaked everything i almost find in google for better fps/gaming performance + i play on lowest settings ingame@1024x768 144hz Stretched.
 
Check that your CPU is not overheating (throttling) during gaming. Keep it below 85C at all times if possible.

Also check task manager for CPU usage while gaming, you might have a background process, app or even malware which is using your CPU and taking away resources from the game.
 
I have Dark Rock Pro 3 Cooler i am not going over 60c while gaming or gaming+streaming and i am not going over 65c on Prime95 100% usage cpu for more than 30 minutes. I;ll check cpu usage on task manager and see whats happen thanks for advice !
