Question Low usage, is this a memory issue?

Hi, Built this pc a few months ago and noticed I get low fps on certain games. The most recent example is playing modded Minecraft with shaders and only getting 30 - 40 fps. When I look at my CPU usage, it is 14%, GPU was 30%, and using 26GB of 32GB of memory. I should mention this usage is while running a Minecraft server at the same time.

My ram has a known issue which is, I bought it as an 8GBx2 kit, then later bought another which is unable to hold an XMP profile of 3200mhz. I managed to get it to work at 2800mhz. I'm wondering if this might be one of the problems or not.

PC Specs are as follows.
GPU - RTX 3060ti
CPU - Ryzen 7 3700x
Motherboard - MSI B550-A PRO
Memory - Corsair DDR4 Vengeance RGB PRO Black
PSU - Corsair RM850

Any input or ideas as to how to rectify this would be greatly appreciated.

Seemingly doesn't affect it actually. Without I was getting 45 fps after a complete restart.
