Question Low usage of cpu and gpu but still game is fps lagging.

Hello. I have an issue with the warzone game. While i am playing , i am having around 100 fps more or less. The cpu usage and Gpu usage are pretty low , my cpu around 60-80% and gpu 0-4%. Well two weeks ago i had about 130fps, when i did the format , (warzone is on my 2nd ssd which i didnt format) i reinstalled the windows 10 and then i downloaded all the drivers and runned the game after sometime. The game was running like now , arround 110-60 fps, i dont know what i did wrong. I didnt reinstall the game cause it was already on the other ssd. Should that be a problem , that i didnt reinstall it ? Should it be a bottleneck? Is there any way to check if somehow the gpu is set not to be used on maximum performance, bios settings maybe (bios is up to date). The problem is not the 100fps but the fps lag while i am playing, when neither cpu nor gpu is maximized.

Gpu: Rtx 2060 super aorus
Mobo: Aorus x570 pro
Ram: 2x8gb aorus 3200 xpm 1
psu: aorus 750w
2xSSD 1xHDD

i noticed , that sometimes it uses almost 100% of my ram , abou 70-95% maybe that's too much , isn't it ?
