Low video memory error

I am an avid gamer. However, I recently have been having a problem playing games without getting the "Low Video Memory" error pop up causing my games to crash. I have a gtx970 video card with 8gb of RAM. I have updated my graphics cards drivers and the error continues. It gets to the point where I can't even run youtube and another app at the same time.
How do I fix this issue? I would assume that this shouldn't be happening with my current specs.

There have been some viruses that run the video card for mining, run a virus scan and see if anything comes up. You can also run GPUZ and check the memory use by the card.
I tried doing a system restore last week but that didn't work either. I typically try to keep my backround programs to a minimum. At the most I'll have discord/youtube open + whatever game. However it still happens when I don't have any programs running in the background. I feel like there has to be something else that I'm not aware of/isn't visible that is eating all my video memory?
