[SOLVED] Low VRAM usage

I recently got a 3050 and most of my games have been running at the same frame rate prior to upgrading. I downloaded MSI Afterburner and overclocked but I noticed that the VRAM usage while running the stress test was in the 1700mb range when the max is 8000mb I believe. I know it's not supposed to run at max usage but it should be using more than 20%. Whenever I play games in full screen mode like Rust and Overwatch for example, my game feels so laggy and my FPS is low. Whenever I run them in windowed or borderless my game fixes but I'd rather play them in full screen for lower latency. MSI Kombustor is only meant to stress the GPU to verify that any overclocking done is stable. It's not going to load up VRAM.

It's the same thing with Furmark, another GPU stress test.
