low writing speed hdd

Windows 10 Pro 64-bit (10.0, Build 10586)
i5-2450M
6gb ram
750gb hdd

it's not constant speed (photo) but i noticed recently my laptop was slow i thought it may be some malware or something... i deleted 1 or 2 with malwarebytes so i thought i solved my problem even then i had about 1min30sec boot time. Today i was moving bunch of files from my download folder and got wavy graph.
so is there any way to improve overall performance without buying new hdd or ssd because i can do it myself.

Well at least that's some good news. It could be a faulty connection, so go ahead and try the drive with a different computer and run some benchmark tests again to see if the speed will be different.
Also you should try moving a single larger file (e.g. 1-2GB), to see what kind of speed you'll get.

From what I can see you're copying almost 400 files. Sometimes with loads of small files the speed is quite lower than when you transfer fewer or a single large file. However, since you're worried about a possible issue with your drive, it's always better to be safe than sorry, so I'd recommend that you backup your important information if you haven't done so already.
After that, go ahead and download the HDD manufacturer's diagnostic tool (or a 3rd party diagnostic tool if the manufacturer doesn't offer one or if you don't know the brand of the drive) in order to test it for errors and/or bad sectors and see if anything out of the ordinary pops-up.
If everything seems fine, you could run a benchmark test to see what kind of speeds you'll get.

If you're copying those files from a different HDD, or a flash drive, or a memory card, you should also consider the source's speed and type of connection.

I tested hdd with hd tune pro and here are the results.
Found no errors.

Those are not health diagnostic tests, those are benchmark performance tests. There's a tab "Health", which you can select and test the drive there, although I'd strongly recommend that you use the tool offered by the drive's manufacturer and run its tests to see what happens.

I tested with defraggler, hd tune pro, and also with seagate's software.
HDD passed all tests and health status was ''ok'' and ''good''.
