[SOLVED] Lower CPU speed in CPU-Z

Ok so ive recently found out that my fx 8350 which is not overclocked with a hyper 212 Evo ( i dont think there will be any cpu throttling with this cooler ) runs at 3.39ghz and not 4ghz...and i am getting kinda confused. CPU-Z shows 3.39 but task manager shows 3.36. not getting confused by the difference between them but bc it should be 4ghz ,right? Tho task manager still shows that base speed is 4ghz. Also is there is anything else that should not be like that please tell me.

What if you go to CPUZ do the benchmark and watch on task manager while doing benchmark?

What are your rest of the specs?

Ok im gonna try it. Also here are the parts:
My mobo is Asrock 970M pro3
The ram is 2x4gb HyperX Blu 1600
The psu is Seasonic Focus 650W gold

I did the benchmark and it seems like its clocked at 3.36 and just doesnt move at all

I also tried oc-ing it to 4.2ghz (the mobo has that option) and it seems that it has boosted those 3.36ghz to 3.56ghz. bc the stock is 4.00ghz and the oc 200mz it makes sense but at the same time it doesn't...bc why would be clocked at 3.36ghz -___-

Um I found the issue. It turns out that I had the minimum and maximum processor state at 99% in the advanced power settings tab ot Power options. Now that its on 100% the CPU is back at 4.00ghz.
