Hi guys! In advance I'm sorry for all the mistakes but English isn't my first language. My problem is that I have recently done a factory reset on my PC. After that I wanted to download all my games back, but I noticed a problem, which makes it really hard to download pretty much any game (not only Steam so i guess it's something with the system). Basically i have and had all my games on my 3.0 USB external HDD, which i've never had any problems with before the factory reset. After the reset write/read speeds went down a lot. Usage is at 100% all the time during downloads but it's struggling with it's speeds and it limits my download speed, since I have around 30MB+ and right now it drops down to 0 a lot. I've already done some of the steps form steam guide but they didn't resolve my problem.
