Lower End Games Lagging Out?

So I have a fx-8320 and a 7970 with 650 watts of clean xfx power, 8 gigs of ram and a good asus motherboard. I am able to play crysis 2 maxed out with quality mods at darn near 60 frames in 1080p, but when I play a gmae like minecraft for example, I get around 20-40 fps with default settings.
I have installed optifine...zip...nada...nothing. I have tried setting minecraft as a high priority and allowing it to use 2 cores.....zip....nada....nothing. I have made sure that it was actually using my video card with msi afterburner and it is still being lethargic and laggy. If anyone of Tom's handymen could figure out a solution, I would be forever grateful.

Sometimes low end games will cause high end GPUs not to clock up.
Can you verify clock increases when launching things like minecraft?

Yes, I looked at the readings of my gpu with msi afterburner while playing the game and saw the gpu clock speed rev up and heat and fan speed to around half way.
