Lower end win 10 build for parents

Hello,
Time to get mom and dad off of XP, they just do email, shopping and massive amounts of Pogo.com (java?).
I am trying to figure out a sub $200 Ultra Small Form Factor build that will run win 10. I recently rebuilt my gaming pc and have an old core i7-940 and 6 sticks of 2GB DDR3 OCZ gold series 1600 sitting in my old PC bin but everything I try to use any of those in is either non micro ATX or still very expensive. Build or pre-build, does not matter and I already purchased the win 10 key and have a SATA and SSD drives to give them so they are not part of the $200 Christmas present I am looking to give them. The need something like a slim USFF or slim mid tower or something due to space issues and aesthetics which is the most important thing to them.

but need to tame down what I am used to looking for in a PC, any ideas on a MB/CPU/RAM/Fan combo to complete that, or even different case ideas.

EDIT: looking for on board video as well if possible instead of purchasing a half height card

That is an option, I have a couple of hundred in credit on amazon I am looking to use for this but if I can not figure out a build that may be the way to go.

At your price point of $200, building a new really small system will be tough. The case is a major factor.
Buy one of those, swap in your SSD and press on.
