Lower fps and choppiness, not sure what to do :/

So my current computer is

Intel core i5 660 3.33GHz
Nvidia GeForce GTX 760
8 GB DDR3
Intel DH55HC Motherboard
Seagate Barracuda ST1000DM003 1TB 7200 RPM 64MB Cache SATA 6.0Gb/s hard drive

I just recently went from a GTX 260 - 760. I haven't noticed much of a difference at all. Any game I play has a lower fps than what I feel like I should be getting, and even though it's above 30fps, it is still choppy. The game seems choppy no matter what. If I play Minecraft, I get around 50-70fps with the lowest settings possible, and with a game called Smite at max settings I get right around 50-60fps, and dips down to 20-30 in team fights.

I've tried everything to get rid of this lower fps and choppiness, but I can't seem to find a fix.

I've cleaned up my hard drive.
Virus scan.
Turned Vsync on/off.
Cpu/Gpu are not over heating at all.
I've set priority of the games to "High" in the task manager.
Closed all background programs.

I feel like I've done more, but that was mainly for minecraft (optifine, etc...)

So I'm just kind of confused on why games are running slower, and getting this choppiness. Could it be a bad motherboard, bad ram, I don't know? 🙁

Okay what i suggest you do is, get a better PSU ASAP before any other components mess up. This happen to my little brother and he took so long to buy his PSU and he lost his ssd due to this.
Honestly, your CPU is quite old, so it could be bottlenecking your GPU for all I know. Can you monitor your GPU and CPU usage while playing those games, especially when the lag spikes? Let me know what you find out.
 


The CPU is about at 45-55% usage, and the GPU is at about 45-50% usage. There aren't really lag spikes, It's just choppy all the time. Not insanely choppy, just very noticeable.
 


I downloaded MSI Afterburner, I'm just a little confused on how to check if the clock is underclocking? O_O Thanks!

What brand name is your GTX 760, is it EVGA, Asus, etc?
 


Sorry, my computer just had a BSOD, then my headphones made the loudest noise ever. >:O Wth? 😛

The speed is now at 1097MHz when gaming.
 


Still having issues :/ Why would it be the PSU? Could it not be providing enough power, and if so, is there a way to check it?

Is it worth it to get a a gold/platnium/silver one? Also, what's the main difference between a 750w power supply and a higher one, like 850w or 1000w? Does it make that much of a difference?

Also, why is this one cheaper? Aren't they the same?

80+ Bronze, Silver, Platinum. means the PSUs efficiency. 80+ means that the PSU might not be dead 80+% of the time. Titanium is the best, they are basically guaranteeing that the PSU will work. More wattage means there will be more amps in many of Voltage Rails. You can calculate the total watts of the PSU by. Multiplying the Volts with the Amps. For example for you PSU

(3.3*32)+(5*38)+(12*(17+18)=715.6W but yours is only 550W so they might have made a mistake in the amps.

Also the PSU you listed is cheaper because it has multiple 12V Rails just like the one you have right now, which are a hassle because you have to know how much juice to give the components. So my suggestion is go with the one im telling you about and be done with it, there is no hassle in single 12V rails
 


So there really is no point in upgrading to a Silver, Platnium, etc...?
