Lower Fps In Games

I don't seem to understand why i get low fps in games i have played in the past, i use to run at 60fps on rocket leauge, i would never drop a frame on the highest setting, now with the defualt preset i'm getting 40-50 fps, i have been noticing this ever since changing my cpu cooler, however someone on this website said it's probably just a bottlekneck, however i just don't get it, how a game that used to run well not run well now, any help would be appreciated, thanks in advance.

Your CPU will throttle speed down as it gets hot. Same with your GPU. If you didn't apply thermal paste correctly or bought a bad cooler, your CPU is going to adjust and turn your speed down thus affecting your games.

I bought a arctic freezer 13, it may very well be my thermal paste, i got very cheap stuff, i mean my games randomly drop from in the mid 100's to 29, it's annoying, however is there a sure way for me to fix this issue? I could always replace the thermal paste, but is there anything else it may be?
