Lower FPS than I had yesterday, OC instability?

First off here is my build:

CPU: Intel i5-4670K OC to 4.2GHz 1.25V (idle temp 35C, load temp max 75C)
CPU Cooler: Swiftech H220-X AIO Water Cooler
GPU: Gigabyte GeForce GTX770 Windforce 3X
Mobo: Gigabyte Z87 UD4H
RAM: 4x4GB Crucial BallistiX Sport
PSU: Corsair CX750M
OS: Windows 10

I've been playing BlackOps3 for several weeks now, and before overclocking was maxing out FPS at 72 with drops to 30s. After overclocking to 4.2GHz I saw FPS increase to 110 with drops to 90s. However, it now seems to have capped itself back out at 72FPS. I've monitored CPU and GPU usage and temps and CPU is reaching clock speeds of 4.2GHz and temperatures around 60C. Graphics card is reaching temps around 50C.

When I set up my overclock I stress tested using AIDA64 for an hour and have played for 3 hours on BlackOps3 with FPS over 100, so I know my rig is capable of it.

Have monitored background programs to see if something is using resources in background, and have not found anything out of ordinary.

Other issues I've noticed recently have been GeForce experience instantly stops responding upon opening and programs seem to open in weird fashions in general. For instance, Black Ops 3 with load as if its windowed but will load with 50% of the screen off of the left side of screen. I click on the icon on the start menu several times and it'll load up in full screen. It's almost like the default is set for programs to minimize upon opening, which makes absolutely no sense.

I've also been getting some screen lag and slow operation when performing usually tasks that aren't very demanding.

Unsure of what problem could be that is causing this bottleneck. Any insight?

Yeah my drivers are all up to date. I completely reinstalled Nvidea drivers and did not change anything. Though I think I may have figured out the cause of the lower FPS but cannot say that it makes sense.

I started up BO3 and waited until it opened, and it opened normally, not minimized. I would play a game and obtain FPS >100 as expected. Then if I minimize it, and reopen the max FPS obtained is 72, even on loading screens. So something with the minimizing is causing FPS drops. I don't entirely understand why, but at the moment, its my only explanation.
