lower fps with i7 than i5

My gpu is a gtx 1070 upgraded my cpu from a i5 - 4690k to a i7 - 4790k now my frame rate is way down, example my i5 did 80 fps with most games but now with the i7 it's around 55 fps, plus the i7 is bottlenecking the gtx 1070 the gpu under a load is about 40% to 50% while the cpu is at 100%, when the i5 was installed both the gpu and the cpu where with in few percentage points of one another, I did update the motherboard BIOS before installing the i7, my monitor is 1920x1080 @ 144mhz can use some help to figure out how to raise the i7 fps
 
I don't generally update a MB BIOS unless it's absolutely necessary as a last resort due to insurmountable problems, or at the very least the update having something about being needed for whatever new hardware you've installed. That's especially relevant now too, as there have been many microcode updates intended to plug CPU security leaks, which can affect performance.

I've never heard of any of those updates affecting performance THAT much though. Which makes me wonder if you perhaps are running an OC that isn't stable, or are having temp issues or something? What cooler are you running? Even not using the latest GPU drivers for recently released games can cause performance loss, and as always, make sure you install the Dx and VS files each game needs. Might want to do some malware scans with something like Malwarebytes while you're at it, just to make sure it's nothing nasty.
 


 
Both CPU and GPU set to normal no oc so you can see i7 CPU clock core speed 3996 mhz load 95% temp 48°c.. the gtx 1070 GPU core clock speed 1911mhz load 34% temp 53° fps 39 average a little less because of no overclocking
