Question lower perfomance than it can

hello , i have an issue about a month now. i did post a few threads about this issue , i had some good aswers , but those were good just for the knowledge (no one told me how to fix it). Well i used to play warzone for about 110-140 fps all graphics ultra, resolution redner 100%, FOV 120%,1080p and more. I had the false thought , that it is running lower that it could. So i did a format on my computer and reinstalled W10. After that , tha game is running 60-110 fps, 90avg and having fps lags. Today i was on downtown which is a place with many buildings. I noticed that the cpu time and gpu time was aboun 13-16ms instead of 6-8ms and fps droped down to 50. I am pretty sure that something is not going well. The usage of my cpu is about 40% and gpu 1-3% (task manager). Nothing has ever been Overclocked. (or maybe i did on my ram dimms from 3200 to 3333mhz)

cpu: ryzen 7 3800x 3.9ghz-4.5ghz boost
gpu: aorus rtx 2060 super 1650mhz-1840mhz and memory 14001mhz
mobo: aorus x570 pro rev1.0
psu: aorus ap750gm 750W
ram: aorus AR32C16S8K2HU416R 2x8gb 2666mhz-3200mhz xmp on
cpu's temp: 40-80C(min-max)
gpu's temp: 50-75C(max-max)

Are all motherboard and gpu drivers up to date?

Are you running the Windows Ryzen power plan?
Thank you for your fast response. Yeah i got all the latest drivers on gpu , cpu chipset and ryzen power plan high performance.

i saw that aorus bios for ryzen 3000 ends on F3 , all the rest are for other things. F30+F31 are more , about 5000 ryzen cpus, do you believe that i should go back to those bios?
