Lower resolution gives me lower fps.. CSGO

I used to play on 4:3 stretched at about 130+ fps. I have recently changed to 4:3 Black bars (1024x768) and the fps has had a dramatic decrease to about 90fps. I don't know why this is happening? My AMD drivers did need an update but I haven't tested the new update yet... Could that of been the issue? If not what is going on???

You've verified that the framerates change in the exact same circumstances? E.g. you can flip back and forth and your FPS increases and decreases?

Yeah on 4:3 the fps will be around 130+ (1280x960) on 4:3 bars the fps drops about 40 fps (1024x768) If I was to switch back to (1280x960) my fps would increase again..

Both are 4:3 resolutions? How does one have bars while the other doesn't?
