Lower right portion of the screen isn't clickable (except for right clicking).

Lately when I wake my computer from sleep mode the bottom right portion of my screen isn't clickable unless a right click it (this even happens when playing games on steam), then it only gives me the option to "reload". The "reload" option doesn't do anything and all of my applications are closed. The only thing that gets rid of it is if a restart my computer. Does anyone have an idea of what could be causing this?
