Question Lower than expected fps, and low benchmark on RTX 2070 Super

Hello. I have a high-end gaming pc with an RTX 2070 Super, and a Ryzen 5 2600x CPU. I have a 750 EVGA PSU, and 16 GB of corsair ram. I am getting lower fps than expected on games like GTA 5, Fortnite, and rainbow six siege. On Fortnite, I get a stable 150 fps on max setting, but I experience huge drops quite a bit, and it's hard to play sometimes. These games I play on all max settings btw. I only get around 50-60 fps on GTA online. Also, when I do the USER BENCHMARK benchmark, I get 93% for gaming, but it says many of my components are performing way lower than expected. Sorry, i’m kinda a pc noob. How do i figure out if i have the latest bios. I did a fresh windows install on the pc when i built it. The make and model of the psu is the EVGA Supernova 750w g5 80+ gold. I also have kinda bad psu coil whine but i thinks it’s irrelevant. I will check the hard drive and ssd usage tomorrow but it probably is also irrelevant.
