I recently upgraded my PC to

Sapphire R9 Nitro 390 - 8GB GDDR5 - 512-bit PCIE DVI-D
Corsair CW-9060024-WW Hydro Series H80i V2 120 mm High Performance All-In-One Liquid CPU Cooler - Black
AMD FX8350 Black Edition 8 Core Processor (4.0/4.2GHz, 8MB Level 3 Cache, 8MB Level 2 Cache, Socket AM3+, 125W, Retail Boxed)
Corsair CMY16GX3M2A2400C11R Vengeance Pro Series 16GB (2x8GB) DDR3 2400Mhz CL11 XMP Performance Desktop Memory Kit - Red
Gigabyte 970A-UD3P Motherboard (AMD 970, SB950 DDR3, SATA, RAID, ATX, Gigabit Ethernet LAN, Socket AM3+) Rev. 2.0.
Corsair CP-9020062-UK RM Series RM1000 80 Plus Gold 1000W ATX/EPS Fully Modular Power Supply Unit
WD 1 TB 3.5-inch Internal Hard Drive - Black

I was under the impression that with these parts I would be able to run most games at a high FPS on high settings. Sadly, people who are running games on worse computers are getting much better results on the same settings. What could be going wrong?

For example, I'm trying to play Arma 3 right now. I understand that it is a heavy game to run, but my friend is using the same settings as I am at 50+ FPS while I'm sitting at 14-28

Solution
It's possible it's overheating, do you live somewhere where your room temperature is higher than 30C? Also check case airflow. Otherwise you may need to RMA the card.

The last time I helped someone out with a problem like this it turned out his room temperature was about 38C, and most video cards aren't really designed to operate at really high room temperatures. Radeon 290/390 280/7970 series cards in particular generally run pretty hot even in a best-case scenario.

go into the OSD and enable cpu temps and fps counter

yeah you will get 50 - 60 fps with that processor in dark souls 3

also you choose the completely wrong cpu for arma, you need an i5 minimum to get decent fps in that

I was under the impression that my CPU was a good one, have I been expecting more from my PC than I should be this whole time?

This is my Passmark, I don't know how to see how this compares to other PCs. Could somebody please check it for me and maybe explain whether this is how it should be or not?

So my GPU seems to be stuck at about 400-500 MHz when it is capable of 1000 MHz. Why could this be? I've tried reinstalling the GPU drivers.

On Eternal Crusade I'm at

in some areas I'm at 800-900MHz at 30 FPS and in others I'm at 600 MHz at 20 FPS

On Fallout 4 I have a steady 60 FPS at 1000 MHz

My fans activate when it gets too hot, and that doesn't happen very often. As for air flow, the side of my case isn't on at the moment because I figured I'd check if it was due to temperature
