Question Lower than expected gaming performance

Hi, I built a system around two months back with the following specs:
Processor: Intel Core i7 8700K (OCed to 4.8GHz, all cores)
RAM: 8GB x2, CL16, 3000MHz
GPU: MSI Nvidia RTX 2060 Gaming Z
OS: Windows 10 Pro (version 1903, build 18362.267) activated

I believe I'm not getting the performance that I should expect this system to deliver. Even while playing old titles like the Assassin's Creed IV Black Flag, the FPS drops at some point to even 30 or lower. And there are some times when the frame rate keeps on fluctuating resulting in an unpleasant experience. For games this old I was hoping to get a constant 60 FPS at maxed out settings 1080p.
Any suggestions on improving the performance would be much appreciated. Or is it that I'm expecting more than what this system is capable of?

Hi, thanks for the reply. The temps remain well within what is considered safe. Max CPU temps hover around 75°C-78°C while gaming and GPU maxes out at around 70°C. Also, I did use DDU for clean reinstallation of GPU drivers quite a few times but that didn't seem to help much. Here's the result of UserBenchmark
