Lower the expected fps in games with gtx 980

For my graduation gift i looked forward to build a pc that could max out all games with 60 fps.
I built my pc with these specs:

i7-4790k up to 4.4 ghz
evga gtx 980 superclocked 4 gb
msi gaming 5 motherboard
cosair vengence 16 gb 2133 mhz ram
samsung ssd 859 evo 120 gb(OS drive)
Cosair 500 gb ssd
wd 1 tb hdd black edition
xonar dsx sound card
cm storm tropper case
cosair h100i cpu cooler

The problem is that I am getting lower fps than i should in games for example in the witcher 3 i am getting 40-50 fps average without hairworks on ultra settings when i should get over 60. I also get a frequent stutter in all my games that i just cannot pinpoint. I updated to the most recent drivers for my gpu. I checked to see if my cpu is not overheating, it does not pass 60 c while gaming and in Intel extreme tuning it fluctuated between 60-70 c. I checked my gpu usage in games it ranges from 90-100% usage never reaching above 75 c. I made sure that i installed every component correctly even wearing a antistaic wrist band after i read about static discharge frying components. It is my first pc build but i followed the manual with my parents building this rig. I made sure my motherboard drivers are up to date but did not update my bios, because of a worry that i could brick my system. My current bios version is 1.90 if that matters. I also had a problem with a overheating cpu with a hyper 212 evo but after reapplying thermal paste multiple times and mounting it correctly it still was going above 80 c. So i took the cpu back to the store and got a replacement as well as a h100i. I now have lower temperatures but i still have low performance and stutters in games. What could be causing my performance issue if i updated my drivers and have decent temperatures?
 
the cpu cooler(h100i gtx) i got had preapplied thermal paste on it. My cpu tmeperature only reached past 80 c before i got a replacement cpu and the h100i. Now my temps are 60-70c in intel extreme tuning. On idol it reaches 27 c while my ambient temperature is 23c. Gaming it reaches up to 60 c. I thought the cpu temps were normal for the h100i. Are these normal temps for my setup?
 
You could remove the current gpu drivers with DDU and reinstall the latest.
Maybe even reinstall the motherboard drivers first,make sure you start with the chipset drivers,only after that the rest.

The bios should be fine.It's one of the latest and the ones coming after this seem to focus on getting Broadwell compatible.

Which psu do you have?
 
i have the a evga supernova nex 750g psu. The annoying thing is that i upgraded to a nice 1500+ dollars pc from a 1000 dollars pc that i had for a couple years to get rid of these issues, only to find that even with the new pc that i looked forward to getting i still get these issues(stuttering) and now have a system performing less then it should be. I do not have the luxury of having another pc to test any of my components on either. Is it it possible that it could be the windows install cd that i have? i used it for the past pc and had stuttering problems and as well but i thought it was just the gpu getting old. Or do you think one of the components could be damaged?
 
can it be my motherboard that could be causing bad performance. I got wrong information from my friend to just screw the motherboard in without knowing about standoffs I noticed that some parts of the board were bent but thought that was normal. After reading about people short circuiting the board and about standoffs, i finally took the motherboard out and placed it on standoffs. I have been looking up symptoms of a bad board and i just get threads of people saying how there systems wont turn on. My pc turns on but through the speakers i have bad hissing noise and a high pitch noise that increase as the system works harder. Even with a sound card installed the sound still persist. I also noticed that places of my board are still bent. Is it my mobo that is causing my low performance and should i look into RMA it if i can?
