Lower the maximum processor state, is it good?

It might sound like a dumb question, but i'm new to this so be kind😀. What could happen if i lower the processor maximum state to 80-90%? could damage the processor in any way? i want to do this because while gaming, on 20% usage it's getting up to 60C and that's hot. It will decrease the temperature if i do this? My cpu it's a i7 4790k with stock cooler( i don't overclock it)
 
If idle is that high and load is also similarly high then you have a cooler problem, most likely a push pin is not engaged leading to low contact pressure. Dropping to 80% won't harm anything, or have much of an impact.

But we need to see the whole picture, it will throttle before it endangers itself.
 

On idle(5% usage) it's up to 37-38c so i think that's okay right?
 

How can i see fan speed of the cpu? also how fast should it go?
I was having in mind to get a cooler master 212 evo cpu cooler but i have a asrock h97m anniversary which is a micro atx and a nox hummer zs case i don't think the cooler it's gonna fit. What can i do?

 

what about the micro atx board? it will have enough room to fit as well?

 


Ok, thanks but what about lowering cpu's maximum state? is it bad to do it could damage it or it doesn't harm it in any way? I lower it to 90% and now the temps are lower but the usage it a little bit higher
 


I played crysis 2 at 1080p. At 16-20% usage it goes up to 60 degrees. (He even peak at 63)
On idle it arount 35-38 degrees. On full load i didnt't try it because im scared of overheating.😀
 



i don't oc it and i don't increase the voltage, but sometimes it boost by it self up to 4,4ghz
