How come low or lowered power CPUs that is removable/insertable into M/B socket can't commonly be found in our market, e.i. letter T andr GE suffixed CPU series of Intel and AMD respectively ?

only that of being BGA or FPn (n is integer number) socket of Intel and AMD respectively can easily be?

Because nobody (retail, both shops and customers) wants them.
You can reduce any CPU in power from the bios to the exact same levels of the T or any other variant without losing the possibility of using it full power.
You don't even have to use the bios if you use IXTU or the equivalent AMD windows app.
