My question is: Can I put this card in play without tapping a ready
Independent Assamite? If so then I presume that I can then tap later to put
this card on an appropriate vampire. Also, depending on the first answer,
can I tap again even later to again put it on yet another appropriate
vampire.

OR

Do I tap the vampire when the card comes into play? Full stop.

you have to tap an independent assamite and put this card on a vampire
younger vampire than that assamite when you play this card. the card
provides no alternative options for playing it.

No. You have to tap a ready Independent Assamite you control to put this
card on a younger vampire.

It cannot be moved once placed.
