Sudario Refraction
Action (Rare)
Giovanni
+1 stealth action.
Choose three cards in your ash heap and move them to the top of your
library. Then, discard three cards at random from your hand (and draw
up to your hand size afterward).

What if I have a hand size of two and cannot discard three cards all at
once? (the paranthetical statement there implies I'm supposed to
discard exactly three cards, and it seems, all at once)

You discard what you can (ie. both cards). Like burning 3 blood
from a vampire who has only 2.

and how many cards will I draw then? it makes sense that I can only
draw two (my actual "hand size" at the moment).

just making sure, because card text tells me to draw up to my hand size
(which is seven by default). does the fact that I have only two cards
remaining (or less than seven, for that matter) decrease what is
considered to be my hand size?

cheers,

Yes.

No. If new cards enter your library, you'd immendiately
draw them (until you draw up to your actual hand size).
