LTE advanced signal strength vs throughput

How are the two correlated and what technical specifications do I have to keep an eye on to get the best and most stable internet connection?

If there is congestion on a cell tower, would the devices with the strongest connection have a priority in terms of allocated bandwidth?

if it's on an iphone you gotta have 3 signal bars out of 5 , more than that is not really needed and won't really affect anything anyway
