M.2 instalation Issue

M.2 is being seen by my BIOS and by windows device manager. but my drive manager can not see it. I can not format it or anything. I do not want to make it a bootable drive just a spare drive for now but cant get it to work right. I have an asus cross hair VI Hero board with 1701 bios version. and trying to use a Samsung evo 960 pro 500gb
