m.2 pcie x2 gen 3.0 speed limit?

Hello,
I am confused about the maximum speed of m.2 drive at this motherboard

At the spec sheet says pcie x2 gen 3.0, what exactly does this mean? Whats the maximum, the limit of kb/s i will get?
I am planning on getting an 950 Samsung m.2 nvme ssd...
Will it run at all its potential speed???

From that link i get that maximum speed is

Yes, depending on file size and type and a bunch of other factors, an M.2 NVMe SSD could hit that speed on that board.
