Question M.2 speeds much lower then advertised and seem to be capped

system specs:

i5 9600kf
1060 3gb
seagate barracuda 510 500gb NVMe m.2
corsair vengeance 16gb 3200MHz
ASUS PRIME z390-p
coolermaster 550W
OS: Windows pro 64bit

My M.2 seems to be capped at 906MB/s read and the write differs but is usually around 700 which is much slower then the advertised speeds. Sometimes when i restart my pc the speeds jump to the expected 3400MB/s but then will go back to the 906MB/s soon after. PLS HELP I DONT KNOW WHAT IS WRONG!!

Possibly running in PCIe x2 mode, check in BIOS if x4(NVME) is enabled.
