Question M.2 SSD doesn't always show up ?

Been having problems for a while now with one of my two M.2 NVMe SSDs.
I have one as the boot drive, which is working fine, but the other one i have doesn't always show up when i boot up the pc. If i do a restart it shows up normally and works just fine.
If i boot into BIOS both show up.
Tried reseating and formatting both of them, but it didn't work.
I suspect it might be the motherboard, which is too slow to recognize it before boot, but that might just be an unqualified guess.

Anyone know what the problem might be or how to fix it?

Swap the disk in the slots.
See if the problem follows the disk or the slot.
