is it possible to change my dpi from 1000 to 400 for csgo on my logitech 100m mouse

Unfortunately it seems that model is fixed to 1000 dpi, best you can do is adjust the sensitivity in windows control panel (mouse properties, pointer option tab) and make sure "Enhance pointer precision" (aka acceleration settings) is unchecked / disabled.
