M2N78-LA MOTHERBOARD drivers

I am installing Windows 7 Professional (32 bit) on an HP computer with a new HDD from Seagate. I'm running into trouble getting the drivers for the Pegatron motherboard. HP doesn't list a driver other than the update. Windows 7 doesn't detect my hdd. Where am I going wrong?

The computer was designed for Windows 7 and previously had it installed. My hard drive failed, so I bought a new one from Seagate with the intention of reinstalling Windows 7, which was supposed to be cut and dry.

I have it set up just like it was previously. The Sata cable is firmly plugged into my motherboard and the power is hooked up. I assume both are working as previously.

I have had to restart multiple times in all this. Part of the issue is that upon any reboot, I no longer can boot off the CD. I have to shut the computer down for 30 minutes of more before it'll detect the boot cd. Not to mention the detection process is very slow! Any changes I make requiring a reboot sets me back 30-60 minutes. I've attempted to pull drivers from HP's website to use during the install process but it is never successful at detecting the drivers.
 
All the drivers listed on HP's website are executable packages designed for installing within Windows, they are no good for Windows Setup.
I'm stumped for ideas. I have no issues installing Windows 7 on to an empty hard drive, done it twice on my PC, once when it was built and again when hard drive failed.

I've come to the conclusion I probably have a larger issue. I'm going to get somebody who's smarter than me to look at it and evaluate what my issue(s) could be. I appreciate your time!
