Question Mac Pro A1186 - 2113 no operating system found, won't boot from install CD.

Recently purchased a Mac Pro A1186-2113 2.66 GHz PC for a good price since it was as is would not boot. (Shipping cost ended up being a bit brutal as I did not realize this thing weighs quite a bit). Anyway it seems to start up fine, I can hear the HDD purring and I get the Apple start up gong sound. Unfortunately it just goes to the white screen with a flashing grey folder with a question mark inside. I figured that meant no operating system found, or similar. I tried following the steps to boot into recovery, but it always ends up at the question mark flashing folder. A friend of mine gave me some older install and update CD's, so I thought why not try that, but again even booting up and holding down the C key it just goes right to the folder again. I know very little about Macs, but want to learn, and that's part of why I got this one. Any help would be greatly appreciated. Thank you.
