Question Macbook Mini vs HP All-in-one

Our 9 year old granddaughter saw an Apple Mini system with a big screen and now wants one. We are new to the Apple products and I am not sure if this is a good choice or not. I looked on the Apple site and the newest Mini's seem to start at $499. In what I could check on postings, it seems the M2 chip and lowest configuration is not as powerful as the previouls 2020 M1 model? I'm a little confused - something to do with no SSD and chips used?

I am also not sure if I can use a non-Apple monitor with this if I did get it (the Apple monitors are pretty expensive). And, if I buy one of these, can I get an Apple keyboard and mouse for it? Should I consider a used one?

I also don't know how the Apple offering compares to an HP All-In-One. I have seen what looks to be like good systems that have 24" monitors and Ryzen 3 or 5 processors (or Intel i5) and look decent. Just not sure how to compare these, which come with Windows 11, to trying to get a Mac Mini system together.

Any suggestions or comments would be very appreciated.
