Solution
Start from Internet Recovery rather than booting off your recovery partition. Use the option-command-r or shift-option-command-r options at boot.

You can also create a bootable USB Flash drive with Diskmaker X. Just be sure to download the appropriate version for the macOS version you are trying to create an installation USB for. You will need to download the OS X installer from Apple. You'll need an 8GB flash drive or larger. Any data on the flash drive will be destroyed.

Boot off the external and use disk utility to format your SSD. From there you can clone your hard drive to the SSD with Carbon Copy Cloner or Superduper. Avoiding another reinstall step. If you want to do a clean install. Boot off the recovery partion of the external (hold just the option key when booting). Then format the SSD in Disk Utility and reinstall OS X.
