A macro, in the computer world, is a small section of code or set of instructions, that can be invoked with a single button, command, or keypress.

ex: A macro with my Logitech Harmony Hub remote - A single button press turns on the TV, sets the TV to the right input port, turns on the stereo, changes the channel on the TV box to a prespecified channel, and sets the volume.

"enabled with macro" just means that the Microsoft Office version you need to have has the macro functionality turned on.
