Just in case anyone is looking still looking for a fix for this I found one that worked for me and I know it is very hard to find any possible fixes since I finally tried reinstalling the software after giving up a couple years ago.

I got the software from the new Mad Catz website:

To summarize what I did ends up the install is busted and won't install the software and just unpacks the .exe and dumps the files into the folder (keep in mind the exact folder names and file names will vary since I have the R.A.T. 7 not the mous 9 the OP mentioned in discription):
C:\Windows\Temp\MadCatz
you will want to go into the folder:
C:\Windows\Temp\MadCatz\RAT_7_Mouse_7_0_45_2_x64_Software\Msi
these appear to be functioning installers in the different languages the one that I used that was in english was:
Software_x64_fre_7_0_45_2_loc_10
After I ran this installer the software was successfully installed and I was able to find it in my start menu and the program was installed in the normal program files location under SmartTechnology
Hope someone finds this useful and saves them some time and frustration since most of the responses to forum post like this I came across all the answers were useless like comments saying that MadCatz went out of business or thought they were talking about drivers
