Mafia 3 lagging even with gtx 1060 6GB variant

here are my specs .

Intel core i5 6500 3.3 GHz
MSI GTX 1060 6GB dual fan variant
2x8GB corsair vengeance ddr4 2400Mhz RAM
Asus H170 pro gaming motherboard
Monitor resolution 1600x900

I have install the game on my 7200 RPM HDD , The graphics settings is turned to high for all configurations. The problem is i experience lag while playing the game such as driving the car ,shooting scenarios etc . what could be the problem? is it the slow HDD or the processor or the GPU is not good to play at highest setting at 900p resolution .?

Turn off In game Vsync and turn on Vsync via Nvidia control panel to see if that helps.

As far as I k ow the game is still broken. I tried it again a week or so ago and its still using 100% cpu regardless. Doesn't look like a fix is coming soon.

Ya that is something i noticed , i brought this 6500 cpu due to the fact that it was best bet for gaming even by tomshardware cpu picks ,now its sad to see that i should have gone for a more powerful multicore cpu

Fixing the FPS to 30 fixed the problem , hope it stays on like this.

It's a broken terrible port that even i7s can't really run. Ditch it.
