I bught this:
- AMD X6 PHENOM II
-Sapphire RADEON 6950 ATI
-ASUS M4A88T-V EVO
-KIT CORSAIR 16GB(1600MHZ)

My Power supply is weak only 400W

I assambled the PC it has power but nothing appears on Monitor please someone tell me exactly what is the problem....I mention that the frequency that the motherboard supports is 1333/1066 2000 over clock and the Ram MEM is 1600 MHZ...it may be this?

Buy a PSU with more power. I suggest you get at least a 750W. Your problem is with your graphics card not having enough power. The ATI Website suggests that 500 Watt or greater power supply with two 75W 6-pin PCI Express® power connectors recommended if your going to be running a 6950

yes, all new motherboards 1366, 1155 and 1156 Motherboards would support up to 32GB DDR3-1333/1600 without any problems so it was your PSU that screwed your PC up
