Major Problems with windows 7

For a while now, I've been having a number of technical issues with my PC. Program shortcuts cannot be opened by double clicking, files in windows explorer cannot be opened by double clicking either, and files cannot be deleted or moved at all. The delete button is clickable; however, nothing happens. This doesn't seem to be a problem with my mouse, as changing the settings in the control panel for the mouse did absolutely nothing. I also thought it may have been a virus, but nothing came up in any scans with my antivirus program. Is there any solution to this problem?
