Major stuttering in games

What are your temps under load?
What is your RAM/CPU/GPU usage under load?

4770k, 16gb, ssd 500gb and 780ti

im going to check the temp now but should be low

Is Vsync on in the game settings or in Nvidia control panel?

vsync is on in the game settings

my temps are 29.8 ram, 65.2 video card, 52.4 CPU that's under load while playing the game

also it doesnt matter if vsync is on or off the stuttering doesnt stop and the frames arent dropping either

VRAM usage 85%? That's pretty high, are you playing at 1080p?
