Major stuttering while gaming?

I have recently started experiencing extreme stuttering when playing games. It is even bad when playing low end games like cs go. I don’t notice any temperature issues in my hardware or over usage. I also haven’t lverclocked any of my components. It has gotten very bad and it’s almost unplayable sometimes. The part that scares me is that it happens in very low end games too like csgo or the original red orchestra.

System specs:
EVGA GTX 1060 3gb
Ryzen 1300x
8GB ddr4 2133mhz
1TB DW blue HDD
Gigabyte gaming 3 motherboard

What is happening with my pc? Is it a software issue, are there driver issues for nvidia or amd? How can I even find the problem? Thanks for the help.

So recently (starting thursday) I have begun to experience random FPS drops in my games and I don’t know why. I was playing csgo thursday night after a recent update (what I thought originally was the problem) and after a couple hours of gameplay I would skip between 20 to 200 fps every 1 - 5 seconds constantly from anywhere to 5 -20 minutes at a time. Weirdly enough I noticed some apple program in task manager running due to charging my phone and decided to end it. The problem went away IF I remember correctly. Today it started to concern me though. I was playing an old, very easy to run game called red orchestra darkest hour, and noticed after an hour of gaming the same problem happened. This game is NOT graphically demanding at all so this concerned me. It even happened in unity 3d when I would play the game I “made”. I don’t think it’s my gpu because I scored average for my card on unigen heaven. But one thing to note is after a day of gameplay my card got to 82 degrees in the benchmark. Now when I experienced these spikes I didn’t notice any abnormalities in the task manager hardware monitoring and never checked my temps for my gpu but can’t for my cpu. OHW doesn’t support it yet. I haven’t stress tested my cpu yet and didn’t close the apple thing the other few times this happened. Why would this be happening? Why are my games randomly lagging like this?
