Major update. Poor in game performance. i7 8700k, GTX1080

Long story short. That was my previous build:

1. Zalman Z3 PLUS mATX ATX
2. Gigabyte GeForce GTX 970, 4GB GDDR5 (256bit) HDMI, DVI-I DL, DisplayPort (GV-N970G1 GAMING-4GD)
3. Kingston HyperX FURY 8GB (2x4GB) DDR4 2133MHz CL14 (HX421C14FBK2/8)
4. Intel Core i5-6500 Skylake, socket 1151, 64bit, 3.6GHz, 65W, cache 6MB, BOX (BX80662I56500)
5. MSI B150 GAMING M3, B150, DDR4, SATA3, USB3.1, ATX (B150 GAMING M3)
6. Thermaltake Smart SE Modular 530W (SPS-530MPCBEU)

I changed motherboard, CPU, and GPU to MSI Z370 A Pro, i7 8700k and Gigabyte Windforce 1080 OC 8GB GDDR5. No overclocking yet until i change my PSU.

My in game performance is quite dissapointing. I barely hit 60 FPS(sometimes around 40-50FPS) in 1080p on both ultra or v. high settings in games like AC Origins. Little more than 60 FPS in Witcher 3. CPU usage in both games is around 50-90%. Both games are installed on SSD.

I want to make sure could it be the fault of PSU or slow memory? Will changing it help me get better performance?

Have you checked to see if your BIOS is up to date? Also, the PSU output you've got is likely not enough to run that card at full tilt along with everything else. The minimum suggested output for the 1080 is 500w and that's not taking into account anything else. You said you're going to swap out your PSU before you overclock but I'd be inclined to suggest you swap it out now.
