Make GPU stay at a certain clock

So recently I had to downgrade to Windows 7 because of some trouble that I'd been having recently. But, ever since the downgrade, when I'm watching Netflix/YouTube/Twitch or at idle, my GPU underclocks itself to 135 MHz. This is causing screen tearing and major lag at 1080p video, any clue how to fix it? Thanks.

Did you enable overclocking on your GPU?

On my HD5770, if I enable overclocking, I get major display issues because the GPU and VRAM down-clock so low at idle or when a video overlay is active that the GPU only has enough bandwidth left to refresh the primary display of my triple-display setup. For some reason, disabling overclocking does not cause clocks to go inanely low. The clocks still drop to baseline whenever a video overlay is active though, which ruins 3D performance if I happen to be running a game or other 3D app while playing a video from Youtube, MPC or other sources.
