I am a newbie and I barely have knowledge about networking.

My business just had a localhost built to be accessed by members. The localhost has sufficient features for them to register for some specific events that I set. So far, they have been accessing it using LAN or wifi hotspot. However, now that the members are not always nearby, they need to be able to reach it using mobile broadband connection.

Is it possible to access localhost via mobile network using broadband connection? Or do I have to create a public website first? Currently my server is connected via local network; LAN and wifi.

Excuse my language since I'm not familiar with technical terms. Thank you in advance :)

So,
You have an internal server, that can be access from within your LAN. Either cable or WiFi.
You wish to make this publicly accessible.
You "barely have knowledge about networking."

You need to hire someone local to set this up for you. There are only a few ways of doing it right, and thousands of ways to do it wrong.

We out here could go into detail about bandwidth, firewalls, DMZ, IPS, etc, etc, etc.
But your business functions is not the place to learn the basics of networking.
