make this game work

I have a pretty low-end desktop, but I have a pretty low-end game I want to play on it (released 2004). I just want to to be able to play the game at best settings, and I don't think that should be out the question given how old the game is.

Steam gives the minimum requirements thus: Microsoft® Windows® 2000/XP, Pentium III 1.0GHz or Athlon 1.0GHz processor or higher, 256MB RAM, 2.9GB of uncompressed free hard disk space (plus 500MB for Windows swap file), 100% DirectX® 9.0c compatible 16-bit sound card and latest drivers, 100% Windows® 2000/XP compatible mouse, keyboard and latest drivers, DirectX® 9.0b, 64MB Hardware Accelerated video card with Shader 1 support and the latest drivers. Must be 100% DirectX® 9.0b compatible, 1024 x 768 Display Resolution

Here are the stats on my current desktop:

CPU Speed: 2993MHz
Physical Cores: 2, Logical Cores: 2
Physical Memory: 3931MB Total, 2145MB Free
Windows Version: 10.0 Build 15063 (revision: 296; 64-bit)
Motherboard: Dell e93839 ga0403
Power Supply: Dell F255E-01 - 255W

This desktop does not currently have a graphics card, so I am looking to get a graphics card that will allow me to run this game at all highest settings with no problems. I would like the card to be able to run a DisplayPort cable to my monitor (which does not have an HDMI input) and an HDMI cable to my external video capture card.

Naturally, I am trying to find a card that will satisfy these requirements at the lowest cost, or else I should not be messing about with such a pathetic desktop. I should be happy of any recommendations. Many thanks to any who can help.

No, it's only a 30w GPU. Only slight issue may be your old motherboard not recognizing the card, probably a BIOS update will be required.
