Making a hp pc to a gaming pc

My friend gave me a old pc from his dad's office and told me that it is just taking up space in his dad's office and it is ProLiant ML310E Gen8 v2 and my younger brother wants to convert the pc to a gaming pc and he has a total of 150$ budget (he is 13) and he just wants to play minecraft, CS:GO, League of legends.

Pc Specs:
Intel xeon e3-1220 v3 3.10GHz
4GB RAM
64 Bit

(I have little knowledge about pc)

I wanna know if we should get another processor if not then please tell me which motherboard and graphics card will be good for those 3 games.

You should be able to get an AMD Radeon R9 270 for US$150. That'll run CSGO at 1080p max settings 4x MSAA at over 120fps. Same applies to the other games (supposedly, but never played them). They aren't exactly demanding games.

I wouldn't go for the R7 360 if you're able to find one for $150, despite being slightly newer, as it's slower.
