I want to use my old parts from my old gaming PC and turn it into a minecraft server. The biggest problem I see is the processor being so beefy and power hungry. Is there any way I can Undervolt/underclock and make it so its not making the power bill skyrocket?

Yes you can undervolt and underclock. However the difference on your powerbill? You'll save a bit but the difference between if it was under-volted or not could be minimal.
However it would be a good idea if you are going to leave the computer on 24/7.

If you go into your motherboards bios, unlock the multiplier. From there you can reduce your CPU clock.
Once you have your suitable clock decrease the voltage in little steps, say 0.05v steps (or larger at first if you're confident).
Make sure you log into your computer on a change and stress test your CPU, say play a game of minecraft, run a CPU benchmarking software (cinebench).
If it crashes go up a step and decrease voltage in smaller steps, if it's fine continue down.

What you want is to run your CPU at the minimum voltage possible. 😉 Im sorry but I have limited experience with AMD cpu clocking, I have played around with a couple.
If your PC fails to start (so you cannot get into bios) reset your cmos.
