In other words you want information about something thats not been done so you can copy it. Thats impossible!
USB 1 is to slow. USB 2.0 should be fast enough. IEEE 1394 is problably more achieveable and the specs will be well documented.
I graduated from a 3yr electronic Engineering coarse, the best I would hope for in six months is to take existing technologies and get them to work together and being able to write a compatibility paper on it.
The only reason manufacturers have not done this item yet is because their is not enough of a nich market for it. Laptops don't require it becuase their busines and mobile oriented and employees should not be watching tv any way. Desk tops have slot for a tv card so no need for external.
Anyway, I personally would go about getting a ATI AWI and a 1394 card, build a interface board for them to cable them into another 1394 card in a desk top. Software -- ???
I've not done any design since I left college so I'm probably miss leading you. The most important part of any project is learning how the existing technologies you want to use and combine so that you don't end up reinventing the wheel.
