Hello everyone! I'm finally moving from my laptop to a tower for gaming. It only took 5 years, but better late than never.
I've been going around and reading topics, posts, reviews, and whatnot to try and expand my knowledge, but to no avail.

So, in that revelation, I want to ask you all for a tad bit of help, with the following given template:

Approximate Purchase Date: As soon as possible, preferably before Black Friday or Cyber Monday ends.

Budget Range: $1000-1300 USD (Can flex a bit higher if the upgrade really boosts the build.)

System Usage from Most to Least Important: Entertainment mostly! Gaming >>> Movies/Youtube >/= Surfing Web.

Are you buying a monitor: No, I own a BenQ PD3200U. Only has AMD FreeSync, emulated HDR, and supports up to 4k.

Parts to Upgrade: All parts will be new.

Do you need to buy OS: Yes.

Preferred Website(s) for Parts: Amazon US please.

Location: Romeoville, IL. Middle of friggfudge nowhere!

Parts Preferences: AMD, to accommodate my current Monitor. All I know is I want a Radeon RX 5700XT and most likely a
AMD Ryzen 5 3600X.

Overclocking: Maybe? Someone give me a quick synopsis if need be.

SLI or Crossfire: Maybe? Probably not required or needed. Most likely not.

Your Monitor Resolution: 3,840 x 2,160

Additional Comments: Would prefer a quiet PC. Maybe some RGB but definitely not needed.

And Most Importantly, Why Are You Upgrading: My laptop isn't...performing well anymore to say the least. In short, it's dying/stuttering playing League of Legends, much worse on Rainbow Six Siege.

No you get a wraith cooler in box which are more than enough at stock. I'd personally want a slightly upgraded motherboard, b450 is good, tomahawk or gaming pro carbon. You could probably save a bit of money by getting a cheaper psu, corsair rm650x is decent for sub 100 dollars. I guess the 3700x is worth buying for a bit of potential future proofing, some games now run better with 6 cores, in a year or 2 maybe an extra 2 cores will be a good investment.

re: CPU - It was in budget, so why not? If you want to save or redirect a bit of cash, there's no problem going with the Ryzen 5.
re: CPU Cooler - The stock cooler is sufficient for normal use. If you intend to overclock, then you probably want to consider a third party cooler (I don't overclock).
re: Budget Upgrades - Nothing significant while remaining close to the $1300 budget,
